FinCEN's 14 August 2026 final rule adopts its earlier interim rule on beneficial ownership reporting with limited changes, adding exemptions for U.S. company applicants and for updates by U.S. persons. The bank customer due diligence rule is unchanged for now.
A FinCEN geographic targeting order, effective 11 August 2026 to 6 February 2027, requires banks and money transmitters in Hennepin and Ramsey Counties to report certain outbound international funds transfers, to fight money laundering tied to benefits fraud.
Two of the eleven deregulatory final rules NCUA published on 6 August 2026 remove the regulatory requirements on loans to other credit unions and the cap on indirect vehicle loans serviced by one third party. Both take effect on 8 September 2026.
