On 25 September 2026 OFAC removed a Syria-specific general license because Syria is no longer a Terrorism List Government, and added a new 31 CFR part 505 that gathers its penalty provisions in one place without changing them.
OFAC's Iran General License CC, published on 11 September 2026, allows wind-down of transactions with three blocked Golden Global companies, including an investment bank, until 12.01 a.m. eastern daylight time on 19 September. Payments to them must go into blocked accounts.
OFAC has indefinitely stayed three provisions of the Iranian Transactions and Sanctions Regulations and Iran General License J-1, effective 8 September 2026. A separate general license, DD, allows wind-down of some of those transactions until 12.01 a.m. eastern daylight time on 23 September.
OFAC has stayed five Iran general licenses, including the one for noncommercial personal remittances, effective 24 August 2026, with a wind-down license that runs to 8 September. It also named five more sectors of Iran's economy under Executive Order 13902.
