Proposed IRS rules published on 15 October 2026 put the One, Big, Beautiful Bill Act's premium tax credit changes into the regulations, including full repayment of excess advance payments. Comments are due 30 November 2026.
A proposed rule published on 23 October 2026 would move SNAP EBT cards from magnetic stripes to chip and contactless cards, let households block online and out-of-state use, and stretch transaction history from 2 months to 12. Comments are due by 22 December 2026.
An NCUA proposal published on 21 October 2026 would rewrite 12 CFR 745.13 so each federally insured credit union picks its own way to tell members about share insurance, including a link to NCUA's website. Comments are due by 21 December 2026.
FinCEN and the four federal banking regulators say front-line staff may talk to customers about suspected fraud, frozen funds and account closures, as long as nothing reveals that a SAR exists. The statement changes no rule, but it answers a question branches ask every week.
An NCUA proposal published on 15 October 2026 would let one board or committee member approve and sign the fidelity bond renewal, drop the signer rotation, and end the 10-year expiry on approved bond forms. Comments are due 14 December 2026.
A joint OCC and FDIC proposal would rewrite the Community Reinvestment Act rules around three new size categories, with "small bank" set at under $1 billion in assets. The comment period closed on 13 October 2026.
A Federal Reserve proposal would raise the dollar limits in Regulation O for loans to insiders, some of them four times over, and index them every five years. The FDIC has proposed to match it. Comments are now due 4 November 2026.
FinCEN has found that transactions involving foreign companies controlled by the A7 Network, a Russia-linked sanctions evasion service, are a primary money laundering concern, and proposes to prohibit transmittals of funds to or from those sub-agents. Comments are due 4 November 2026.
Two Federal Reserve proposals under the GENIUS Act set out how an insured state member bank applies for a payment stablecoin subsidiary, with a 120-day decision clock and deemed approval, and how the Board would regulate those issuers. Comments are due 30 November 2026.
