The Fed proposes to loosen the rules for mutual holding companies
A Federal Reserve proposal would ease Regulation MM for mutual holding companies, including dividend waiver votes, stock plan limits and the federal charter requirement for mid-tier companies, and confirm capital treatment for mutual capital certificates. Comments are due 5 October 2026.
