Two of the eleven deregulatory final rules NCUA published on 6 August 2026 remove the regulatory requirements on loans to other credit unions and the cap on indirect vehicle loans serviced by one third party. Both take effect on 8 September 2026.
An NCUA interim final rule, effective 30 June 2026, says federal credit unions may set non-interest charges and fees, including interchange, under federal law. It is aimed squarely at the Illinois Interchange Fee Prohibition Act.
A final rule raises the coverage threshold for small business lending data collection from 100 to 1,000 loans a year, cuts the small business definition to $1 million in revenue, and moves compliance to 1 January 2028. Lenders below the new threshold are out of scope.
